Mandy Norrell for S.C. House of Representatives

Mandy Powers Norrell currently serves as the Representative for House District 44, which comprises the southern part of Lancaster county. She lives in Lancaster with her husband, Mitch, and their two children, who attend the same public schools that she did. Teddy, 21, is a Junior at Duke University, and Emma, 18, will be attending Belmont University in the Fall.

Mandy always knew that her calling was to represent the people of her hometown and surrounding areas and that is what she has been doing since she finished law school in 1997. She practices law at Norrell & Powers Norrell in Lancaster, along with her husband, Mitch. She was the Democratic Candidate for SC Lt Governor in 2018 and has served in the SC House of Representatives since 2012, where she now serves as First Vice Chair (and Interim Chair) of the Judiciary Committee, Treasurer of the House Democratic Caucus, Treasurer of the SC Legislative Women’s Caucus, as well as on the Legislative Oversight Committee.

Mandy has deep connections to the Lancaster area. She grew up in a family with a long history of farming and sharecropping. Both of her parents worked for Springs Mills, and Mandy worked there too. She was the first in her family to go to college, using money from her job at the mill and student loans to pay for her own education. Mandy is a graduate of Furman University, cum laude, and the University Of South Carolina School Of Law, cum laude.

Mandy previously served as the City Attorney for the City of Lancaster and the Town Attorney for the Town of Kershaw. When not at the State House, she practices bankruptcy and litigation law at her private practice.

She is a past Legislator of the Year for the SC Sierra Club, the Lancaster County NAACP, the SC Social Workers Association, and the SC Association of Clerks of Court and Registers Of Deeds. Mandy was named Woman of the Year by Emerge SC and was the 2019 Green Tie Honoree of Conservation Voters of SC.

Mandy knows South Carolina needs to continue to work to attract industry to Lancaster and South Carolina while still enabling small businesses to thrive. In order to attract these opportunities, South Carolina workers need to be trained to meet the job opportunities of the future and the state needs to prioritize making it easier to start new businesses and help them grow. At the same time, South Carolina needs to ensure that our rural communities are not left behind as our cities continue to thrive. That means offering new tax incentives for new businesses in rural areas and ensuring communities across the state have access to fast, reliable internet.

South Carolina needs to invest in our teachers, continue the fight to improve our schools, create a school-to-work pipeline, and lower the cost of tuition for higher education. Mandy knows the education bill was a good jumping off point, but that there is much more work to do to ensure that the education students across South Carolina are receiving is more than minimally adequate.

Mandy knows that we need to continue to fight to provide good quality, affordable healthcare to South Carolinians while prioritizing issues like the opioid epidemic and ensuring that women in every county across the state have access to specialized care. In rural areas, that means addressing the lack of physicians in Lancaster and counties across the state.
